A Site-to-Site VPN refers to a VPN configuration were two or more networks are connected using routers.
The routers establish an encryption tunnel between each other over the public network. No additional
software is need on the individual private network devices. The routers are responsible for encrypting
and routing private network traffic across the public Internet.
